Senior Associate Transportation Engineer

Cece Wu is a Senior Associate Transportation Engineer with demonstrated leadership in transportation planning, traffic engineering, and emerging mobility initiatives. Her experience includes multimodal transportation analysis, pedestrian and bicycle assessments, safety and operational analyses, and environmental impact assessments for complex urban environments. She has contributed to a wide range of projects across the District of Columbia, Maryland, and New York City.

In addition to her technical expertise, Cece plays a key role in project management and task leadership, supporting multidisciplinary teams and coordinating closely with clients and partner agencies. Her current work includes research and policy development related to the future deployment of autonomous vehicles in the District, as well as transportation planning and operational support for special event venues and large-scale redevelopment efforts, including the Pimlico Redevelopment and higher-education campus projects.

Cece is proficient in AutoCAD, Adobe Illustrator, Synchro, and ArcGIS, which she uses to support transportation analysis, modeling, mapping, and clear technical communication.

She earned a Bachelor of Science in Civil Engineering and a Master of Science in Environmental Engineering from New York University. Cece is a licensed Professional Engineer in the District of Columbia, Maryland, and Virginia, and holds Professional Traffic Operations Engineer (PTOE) certification.


What do you enjoy about being a traffic engineer/transportation planner?

A former professor once told our class that robots may take over many jobs, but engineering is one they cannot replace. The critical thinking and problem-solving required in engineering are uniquely human. As a transportation engineer, I enjoy the challenges the profession brings. I work alongside professionals from many disciplines and learn to approach problems from different perspectives—it’s a truly mind-opening field.

What are your interests outside of traffic engineering?

I enjoy outdoor activities such as hiking, camping, and kayaking, which my friends and I plan as a way to step away from fast-paced city life. More recently, I’ve also taken up snowboarding as a new hobby.

What excites you about the future of transportation?

As technology continues to advance, dramatic changes to urban transportation are inevitable—making travel faster, safer, and more sustainable. I’m excited about the potential of emerging technologies, such as autonomous vehicles and micromobility, to transform how people move through cities. I’m equally interested in how engineers thoughtfully integrate these technologies to improve safety, security, and overall system performance.
